Constitution

I. Purpose
The purpose of the Public Interest Law Society shall be:
  • To foster a community of students who are interested in pursuing a wide variety of public interest-related careers,
  • To promote the value of public service in the practice of law,
  • To serve as a forum for information-sharing between other public interest-related student organizations.

II. Membership
A.  All students of Washington University School of Law are eligible to become members of the Public Interest Law Society.
B.  The Public Interest Law Society will not deny membership on the basis of race, sex, age, disability veteran status, sexual orientation, color, or national origin.
C.  Membership in the Public Interest Law Society shall be defined as:
  1.  Attending at least one meeting of the Public Interest Law Society per semester and
  2.  Payment of any applicable dues as written in the By-Laws.

III. Code of Conduct
A.  The Public Interest Law Society will not engage in any activities which violate the Washington University Charter, the University Judicial Code, the Constitution or By-Laws of the Student Bar Association, or which endanger the tax exempt status of the University.
B.  The Public Interest Law Society will not explicitly or implicitly advocate acts of cruelty or discrimination toward other individuals or groups, or advocate the violation of any individual civil rights.

IV. By-Laws
A.  The By-Laws of the Public Interest Law Society shall be a document containing the rules and procedures of the Public Interest Law Society
B.  The purpose of the By-Laws shall be to easily bring order to Public Interest Law Society and its meetings.
C.  The rules outlined in the By-Laws shall be binding to all Public Interest Law Society meetings and events in which the Public Interest Law Society is represented.

IV. Officers
A.  The officers of the Public Interest Law Society shall be:
  1.  President
  2.  Vice President
  3.  Secretary
  4.  Treasurer
  5.      CSO Liason
  6.      1L Representative
  7.      Dutied Officers
B.  Executive Board
  1.  The Executive Board of the Public Interest Law Society shall consist of the officers listed in Sections A.1 through A.6 of this   Article.
  2.  Dutied Officers shall not sit on the Executive Board.
C.  Dutied Officers
  1.  Dutied officer positions may be created at the discretion of the Executive Board to fulfill a specific need of the Public Interest Law Society.
  2.  Dutied officer positions may include, but are not limited to, committee chairs, 1L representatives, and a webmaster.
D.  The general duties of the Executive Board shall be
  1.   To conduct business on behalf of the members of the Public Interest Law Society.
  2.   To represent the interests of the Public Interest Law Society to the law school community.
E.  The specific duties of each Executive Board member and all Dutied Officers shall be delineated in the By-Laws.
F.  Terms of Office
  1.   The Executive Board’s terms of office shall expire at the end of the spring semester.
  2.   At this time, the newly elected Executive Board begins its term of office.
  3.   The terms of office of the Dutied Officers shall be delineated in the By-Laws.
G.  Transition
  1.   The period of time between new Executive Board elections and the beginning of the newly elected Executive Board’s terms shall be deemed the “transition period”.
  2.   During the transition period the newly elected Executive Board must attend all meetings of the Executive Board.
  3.   At least one Executive Board meeting must be arranged during the transition period for the purpose of instructing the newly elected Executive Board on the duties and procedures for their positions.
H.  Vacancies
  1.  Vacancies in any office, with the exception of the President or any Dutied Officer, shall be filled by a majority vote of the members present at the next general body meeting.
  2.   In the event that the office of the President becomes vacant, the Vice President shall assume the office of the President, and the society shall fill the office of the Vice President at the next general body meeting.
  3.   Vacancies in any Dutied Officer position shall be filled at the discretion of the President.
I.  Impeachment
  1.   Any officer may be removed from his/her position by a 2/3 majority of the members present, provided that such impeachment is proposed at the previous meeting.

V. Meetings
A.   General Body Meetings
  1.   The society shall have general body meetings to discuss and decide on the business of the society.
  2.   The society must have at least one general body meeting per semester.
  3.   Any student at Washington University in St. Louis is welcome to attend and contribute at any general body meeting.
  4.   All members present at a general body meeting shall be allowed one vote on any matter appearing before the general body.  Voting by proxy is never allowed
  5.   The President will not have a vote, unless there is a tie, in which case the President casts one vote.
B.   Executive Board Meetings
  1.   Executive Board Meetings shall be conducted on a regular basis, occurring at least once per month.
  2.   All business conducted during the Executive Board Meetings shall be subject to review by the members at the next general body meeting.

VI. Amendments
A.   The Constitution of the Public Interest Law Society may be amended by a 2/3 vote of members present at the general body meeting.
B.   The By-Laws may be amended by a majority of members present at the general body meeting.
